Qualifiers
Qualifiers are words or phrases used to limit, enhance or otherwise modify the meaning of other words or phrases. China’s government uses a range of qualifiers in its domestic and international communication. They hold important clues by indicating a specific interpretation and relaying inherent criticism or expectations.
